Title: Could not initialize license properties. Error 3371 and Error 3371, Status Code -11118: "QuickBooks could not load the license data..."

What is happening:

The following error occurs when registering or opening QuickBooks:

Could not initialize license properties. Error 3371: QuickBooks could not load the license data. This may be caused by missing or damaged files.
or
Could not initialize license properties. [Error 3371, Status Code -11118] QuickBooks could not load the license data. This may be caused by missing or damaged files.

Why is this happening:

This error may be caused by:

  • A damaged or missing Microsoft .NET Framework component
  • A missing Entitlement Client folder
  • Removing a Norton(R) Product with the Norton(R) Removal Utility damaging the QuickBooks installation
How to fix the problem:

This article explains how to update QuickBooks to the latest version, reset the required files, verify that QuickBooks 2006 or QuickBooks 2007 and the .NET Framework are installed on your PC, and reinstall or repair QuickBooks 2006 or 2007 or the .NET Framework.

Note: If the Norton(R) Repair Utility was involved, skip to step 6, "Repair the QuickBooks installation".

Detailed instructions:

To resolve this error, please follow these steps:

  1. Update QuickBooks to the latest version:
    1. From the QuickBooks Help menu, choose Update QuickBooks.
    2. In the Update QuickBooks window, click Update Now, and then click Get Updates.
    3. Exit QuickBooks once the update finishes downloading.
    4. Start QuickBooks.
    5. If prompted, install the update you just downloaded.
    6. Register QuickBooks.
    7. If the above steps are not possible because QuickBooks will not open, please update using the manual update.

  2. If QuickBooks does not start:
    1. Please visit the QuickBooks Support Product Updates page to download the latest update.
    2. Start and register QuickBooks.

  3. Reset the Entitlement DataStore.ecml file:
    1. Click the Microsoft Windows Start button and choose Run.
    2. Type the following command in the Open field:
      • For QuickBooks 2006 and Enterprise 6.0:

      C:\Documents and Settings\All Users\Application Data\Intuit\Entitlement Client v2 and click OK

      • For QuickBooks 2007 and Enterprise 7.0:

      C:\Documents and Settings\All Users\Application Data\Intuit\Entitlement Client\v3 and click OK.

    Note: If the Entitlement Client v2 or Entitlement Client v3 folder is missing, reinstall QuickBooks.

    1. Find and delete the EntitlementDataStore.ecml file.
    2. Start and register QuickBooks.

  4. Verify that both QuickBooks and Microsoft .NET Framework 1.1 are installed:
    1. Close any open programs.
    2. Click the Microsoft Windows Start button, choose Control Panel, and then choose Add or Remove Programs.
    3. Verify that QuickBooks 2006 or QuickBooks 2007 and Microsoft .NET Framework 1.1 are installed.

  5. If QuickBooks and/or Microsoft .NET Framework 1.1 are not in the list of installed programs, reinstall by following these steps:
    • Reinstall Microsoft .NET Framework 1.1:
      1. Insert the QuickBooks CD.
      2. Right-click the Microsoft Windows Start button and choose Explore.
      3. Click the CD-ROM [usually, CD-R (D:)] and open the ThirdParty folder.
      4. Now open the DotNET11 folder and double-click dotnetfx.exe.

        Note: If your QuickBooks CD is not available,
        download dotnetfx.exe from the Microsoft Web site.

    • Reinstall QuickBooks:
      1. Insert the QuickBooks CD.
      2. When prompted, click Install and then follow the prompts.

  6. If both items are in the list of installed programs, repair the existing QuickBooks and/or .NET Framework 1.1 installation by following these steps:
    • Repair the Microsoft .NET Framework 1.1 installation:
      1. Click the Microsoft Windows Start button and choose Run.
      2. Type the following command in the Open field:

        X:\thirdparty\dotnet11\dotnetfx.exe /Q /t:%temp% /c:"msiexec.exe /qb /fvaum %temp%\netfx.msi"

        Note: In the above command, replace X with the letter (D, E, etc.) of the CD drive that contains the QuickBooks CD.

      3. Click OK.
      4. If an error occurs, please make sure that the command was typed exactly as it appears above.
      5. If requested, restart your computer.
      6. Start and register QuickBooks.
  • Repair the QuickBooks 2006 installation:
    1. Click the Microsoft Windows Start button, and then choose Run.
    2. Type the following command in the Open field:

      msiexec.exe /qb /fvaum X:\QBooks\Quickbooks.msi

      Note: In the above command, replace X with the letter (D, E, etc.) of the CD drive that contains the QuickBooks CD.

    3. Click OK.

      Note: If an error occurs, please make sure that the command was typed exactly as it appears above.

    4. If requested, restart your computer.
    5. Start and register QuickBooks.
